Chinese Interpol Fugitive Arrested in Bali for Raising IDR 210 Trillion in Ponzi Scheme

The Directorate General of Immigration of the Ministry of Law and Human Rights arrested Chinese interpol fugitive at Ngurah Rai International Airport, Bali, on Tuesday, October 1, 2024.

Director General of Immigration Silmy Karim explained that LQ, alias JL, is a suspect in an economic crime in China that occurred in 2020. The crime involved around 50,000 victims and caused a total loss of 100 billion Yuan, or around Rp210 trillion.

“(In his country) LQ was caught in a criminal case for collecting more than 100 billion Chinese Yuan or around Rp 210 trillion from more than 50,000 victims in China with the promise of returning principal and high interest, between 6 per cent and 10.1 per cent,” said Director General of Immigration at the Ministry of Law and Human Rights, Silmy Karim, as reported by Kompas.

Based on crossing data, it was found that LQ arrived in Indonesia on September 26, 2024, at 19.00 WITA, through I Gusti Ngurah Rai International Airport, Bali, using a visa on arrival (VoA).

LQ entered Indonesia using an identity that did not match the notification from the Chinese government. He claimed to be Joe Lin and used Turkish passport number U23358200.

Then, on October 1, 2024, the Ngurah Rai Immigration Office reported that the subject of prevention, LQ alias JL, had been found. He intended to leave Indonesia for Singapore but was detained at the NRI Airport autogate.

Silmy said that all Immigration checkpoints in Indonesia have been integrated with the Interpol Global Police Communication System (IGCS). ICGS is an Interpol communication network that operates for 24 hours.

Similarly, autogates have been operated at a number of major airports and seaports in Indonesia. Immigration checks using autogate combine face recognition technology and Border Control Management (BCM).

“So although this autogate makes it easier for passersby because it only takes fifteen seconds for immigration checks, it does not mean that the security aspect is sidelined. Passers through the autogate are also checked whether they are on Interpol’s ban list or red notice. If they are on the list, they are automatically red. They cannot pass through. This was proven in the LQ case,” he said.

Indonesian National Police to Verify Interpol Fugitive Data from China

The International Relations Division (Divhubinter) of the Indonesian National Police will verify and validate the data of an Interpol fugitive from China who was successfully secured by the Directorate General of Immigration of the Ministry of Law and Human Rights in Bali on Tuesday (1/10).

“Regarding the subject of the red notice, we have received and will subsequently take steps to verify and validate what is suspected and alleged to be concerned,” said Inspector General Krishna Murti in a press conference at the Directorate General of Immigration of the Ministry of Law and Human Rights, Jakarta, Thursday, October 10, 2024.

Khrisna also explained that the process was successful because it involved the Interpol network, which operates 24/7 at all crossing points, including airports and borders.

He explained that the Chinese Interpol fugitive entered Indonesia legally using a Turkish passport.

However, the Chinese authorities issued Interpol’s red notice request against LQ regarding a fictitious investment case the suspect carried out in the country.
