Indonesian Government Officially Launch The Electronic Land Certificate

President Joko Widodo officially launched the electronic land certificate at the State Palace in Jakarta on 4 December 2023. During the inauguration, there was a symbolic handover ceremony presenting certificates to 10 representatives from State-Owned Enterprises (BUMN).

The initiative to introduce electronic land certificates was announced by Hadi Tjahjanto, Minister of the Indonesian Ministry of Agrarian Affairs and Spatial Planning, during the 2023 National Working Meeting press conference (7/3/2023). This innovation aims to curb land mafia activities in Indonesia, with an anticipated reduction of 90% over the coming years.

This advancement eliminates the need for prolonged queues at land offices for certificate processing. Under the regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 1/2021, this digital certification system will commence implementation in 2023. Subsequent phases will witness the Indonesian government phasing out physical land ownership proof in favour of electronic or digital formats.

Electronic land certificates will contain various official elements denoting their authenticity. According to details provided by the Indonesian Ministry of Agrarian Affairs and Spatial Planning, here is the structure of an electronic land certificate:

  • The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency logo is aligned parallel to the Garuda logo.
  • The type of entitlement granted will vary based on the corresponding land rights.
  • The Field Identification Number (NIB) serves as a single reference for all land registration activities.
  • A unique code/hashcode serves as a distinct identifier for published electronic documents, linked to their specific edition.
  • The certificate encompasses RRR (Rights, Restriction, and Responsibility) details.
  • The Land Plot pictures feature a measurement letter description and a QRCode for the Electronic Measurement Letter.
  • A detailed section imparts knowledge regarding electronic document regulations for certificate holders.
  • QRcode, an encrypted e-certificate ID, allows direct access to e-certificate information through the Ministry’s system.
  • A continuous service pattern depicted by a smooth wavy line pattern serves as the electronic certificate’s background. Positioned at the center is the Ministry logo watermark, alongside a red writing pattern on the document’s left side.
  • Electronic signatures, in a modern classic style, consist of a specimen signature accompanied by a Land Office stamp.
  • The BSHE (serving as the agency organizing electronic signatures) symbol guarantees the credibility of the digital signature.

  1. Collecting and processing physical data into electronic formats such as measurement drawings, land maps, apartment unit plans, and other relevant documents.
  2. Assigning a parcel identification number to systematically or sporadically registered land.
  3. Validating land ownership rights through written electronic evidence and documents transferred into electronic formats.
  4. Compiling and investigating legal data within electronic documents.
  5. Registering land rights or waqf land status through an electronic system and issuing an e-certificate.
  6. Granting e-certificates and access to the rightful landholders or their representatives responsible for land maintenance.
