The Indonesian government Ministry of Foreign Affairs stated that 1,119 Indonesian citizens were successfully repatriated to their homeland from areas experiencing emergencies worldwide throughout 2023.
“The repatriation of former Indonesian citizens and their descendant was successfully carried out from various emergency situations, including from conflict zones and natural disasters, including during the devastating earthquakes in Turkey and Syria, as well as the conflict in Sudan and the humanitarian crisis in Gaza, Palestine,” said Minister of Foreign Affairs Retno Marsudi, as reported by Antara.
When opening the agenda of the Hassan Wirajuda Pelindungan WNI Award (HWPA) at Taman Ismail Marzuki on April 26, 2024, Retno acknowledged that the dynamic world conditions due to natural disasters, armed conflicts and other dynamics require her party to be more active in protecting Indonesian citizens.
Therefore, the Foreign Minister said the challenges ahead will become more complex to ensure the protection of Indonesian citizens around the world.
Moreover, the number of Indonesian citizens with problems abroad in 2023 was 53,598, an increase of more than 50 percent compared to the 35,149 cases in 2022.

A repatriation visa is a limited-stay visa granted to ex-Indonesian citizen foreigners who intend to stay in Indonesia. Holders of this visa are not allowed to work in Indonesia.
The period of stay in Indonesia is granted for 6 months/180 days, 1 (one) year, and 2 (two) years. The residence permit derived from this visa can be extended annually for a maximum of 6 years.
A Limited Stay Visa can be applied for through the Online Visa Approval application by attaching:
- Letter of guarantee from the Guarantor;
- Valid and Still Valid Nationality Passport:
- at least 12 (twelve) months for those who will stay in the Indonesian Territory for a maximum period of 180 (one hundred eighty) days;
- at least 18 (eighteen) months for those who will remain in the Indonesian Territory for a maximum period of 1 (one) year or
- at least 30 (thirty) months for those who will stay in the Indonesian Territory for a maximum period of 2 (two) years.
- proof of having been an Indonesian citizen that can be proven by documents issued by the Government of Indonesia such as birth certificates, marriage certificates, identity cards (KTP), diplomas, passports, or land ownership letters;
- proof of having living expenses for himself and his family while in the Indonesian Territory of at least US$2000 (two thousand American dollars) or equivalent;
- 2 (two) recent color photographs with a size of 4 cm x 6 cm (four centimeters by six centimeters) with a white background;
Legal Basis of Repatriation Visa
The legal basis for visa repatriation is stipulated in the policy, such as:
- Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 29 of 2021 concerning Visa and Stay Permit.
- Government Regulation Number 28 of 2019 concerning Types and Tariffs on Types of Non-Tax State Revenue Applicable to the Ministry of Law and Human Rights
- Regulation of the Minister of Finance of the Republic of Indonesia Number 9/PMK.02/2022 concerning Types and Tariffs on Types of Non-Tax State Revenue for Urgent Needs for Immigration Services Applicable to the Ministry of Law and Human Rights
- Circular Letter of Acting. Director General of Immigration Number IMI-0549.GR.01.01 of 2022 concerning Ease of Immigration in order to Support Sustainable Tourism during the 2019 Corona Virus Disease Pandemic.
